Knox County Commissioners hired Elite Excavating Company of Ohio, Inc. 4500 Snodgrass Rd. Mansfield, Ohio 44903. (419)683-4200. They were hired to install the sewer system in Millwood, Ohio.
ADR & Associates, LTD 88 West Church St. Newark, Ohio 43055 (740)345-1921, was the engineering firm hired to engineer the project. The drawings had to be approved by the state EPA before the project could be started.
Smart Surveying, 1725 Blue Jay Rd, Heath, Ohio 43056 (740) 345-4700 was hired to locate buried lines, property corners, underground cables. They never showed up at my property.
Since my property is below the main line, they had to install a grinder pump. They started construction on my property on March 2012. The project manager was Nathan Sautter, P.S. (419)295-0293. He met with me one morning before I went to work, and I had to show him where everything was, because the survey crew was never there. He said that the pump would go out front of the house and this was also stated on the drawings. Then an hour after I met with him a foreman called me at work and said they could not put it in the front of my house because the engineering firm did not apply for a variance from the DOT. So they decided to dig on the back corner of the house and took off 4ft concrete porch and dug 10ft below the foundation and footer. They also removed 30-40ft of trees on the back side of my house, so they could swing the arm of the track hoe. This took out the root system that holds my back yard together. Now I have a mudslide to the creek and I am loosing yard every time it rains.
At this point I started asking questions about who authorized this and I have not gotten a straight answer yet. When they hooked up the pump they cut off my sink drain and I had to call and get someone to fix it. I contacted Ray Withers (614)312-1748 the superintendent of Knox County Sewer and Water. I found out that he was supposed to inspect every house, but he stated he was too busy to inspect any of the houses.
I also believe having an 8 foot tall sewage grinder pump right under my kitchen window about 2 feet from my house is legal. I firmly believe an on-site inspection of my property is needed. I also have pictures and other documentation I can email or fax if needed. I don’t care for the shoddy work done by elite excavating and do not want them back on my property. I filed a complaint with the Ohio Attorney General against the construction company. They denied my claim because the county commissioners hired the crew. I don’t believe this is legal.
